La Dirección Nacional de Inteligencia (DINA) comenzó a funcionar el 5 de enero de 1974, en virtud del Decreto-Ley N° 5213, que dio inicio a un método sistemático para torturar con el objetivo de obtener información que permitiera mantener el régimen de Seguridad Nacional y destruir cualquier intento subversivo. Con frecuencia, como ha afirmado con pruebas contundentes Americas Watch, los poderes de la DINA sobrepasaron a las autoridades de sus respectivos ministerios y esta organización se convirtió en un Estado dentro de Chile.
